We'd recommend setting Pets as a "No", and then adding some language to indicate that pets may be allowed on a case by case basis. This can be done in Properties > select property > Rules. You just want to make sure that the policy detail notes you add are no more than 50 characters in total, because Vrbo will cut it off after 50:
I'd also recommend you add this language to your property description and House Rules, where you will be able to add more detail than the 50 char limit for the field in the screenshot above.
